He was particularly encouraged by discussions with the Saudis and Jordanians who had been astonished by Israel’s restraint during the Gulf War. It was clear King Hussein of Jordan was ready for peace with Israel.

Bush was charged by liberals and conservatives with coddling dictators, of appeasing the “butchers of Beijing,” a complaint that questioned his reputation for expertise in foreign affairs. Moreover, his fundamental assumption of the strategic importance of the relationship came to be doubted as the Soviet empire began to unravel in 1989. If there was no longer a Soviet threat, why did the United States need China? The People’s Republic, which under Deng’s reforms had seemed the most progressive of the communist states, suddenly seemed the most reactionary – the least likely to evolve into a society that shared the values of the American people.
